I suspect he was trying to start dialogue to end the standoff peacefully. If commuting the sentence of the older of the two prisoners would have ended this peacefully, I suspect something could have been worked out. When Bundy started talking about they'd leave when the Feds gave up all the land, I think it became clear to all that another strategy was in order.
