(68,444 posts)I got the impression that perhaps he couldn't quite decide at first whether he really wanted to go for the gun or not--thus vacillating between holding his hands up and moving suddenly to reach for the pocket on his left side.
(Another possibility is that he was pretending to surrender until he could steady his footing and get close enough for a clear shot at the LEO approaching him--but I suspect that vacillation is the more likely scenario.)
Also, when he suddenly veered into the snowbank he very nearly ran down one LEO standing in the snowbank near the roadblock.
Running at high speeds from the original stop, almost running down a cop or FBI agent, reaching twice to the pocket inside his coat (where, as it turned out, he had a fully loaded gun)--and all this after posing for weeks with his gun across his lap while announcing that he would never allow himself to be jailed--well, in this case I can't blame LEO for assuming that he was a genuine threat and that if they gave him the chance, he would try to kill them.
None of the other people were killed, because they surrendered without acting like a threat to LEO.
If the stories about arguments inside the vehicle he was driving are true, then perhaps the others realized he was likely to get them all killed. If he had been arguing with his pals, then after running the first roadbloack, driving fast to escape, and then being blocked again and veering into the snowbank and jumping out of the car, his adrenaline was probably pretty high. That's why I suspect he was torn between surrendering and grabbing his gun and blazing away.
