9. I agree with you that that's the Republican way. It doesn't always work, though.

Sometimes their chief purpose is to achieve a particular substantive result. Sometimes, though, it's just grandstanding.

For Rick Scott this has probably become a version of George Wallace's "stand in the schoolhouse doorway" moment. Wallace's purpose wasn't to prevent integration -- he knew he couldn't do that. His purpose was to be seen as fighting for his objective against an oppressive federal government.

From that point of view, Wallace's "temper tantrum worthy of a three year old" worked. The black students got into the University of Alabama, but Wallace gained national prominence as a leader of the white racist forces. Scott will probably settle for a similar outcome.
