Pursuant to the Constitution for the united States of America, duly convened and assembled in the Counties of Harney and Grant, in the State of Oregon, the Common Law Grand Jury composed of twenty five American Citizens, all over 18 years of age, and duly sworn to uphold, protect and defend the Constitution, do hereby peacefully Assemble in front of the Court House in the city of Burns, and Declare as follows:

Today, being the first day of the month of February, in the year of our Lord Two Thousand and Sixteen, do come together to see the facts presented in the case of:
