Pure naked ambition. You take a guy that isn't all that bright to begin with and groom him to say what is required. It works to get him elected in Florida, we saw the crack in his ability in the response to the Prsident. A bit of a reset, and he tries to step back up again. And he cracks again.

Don't over think it, he is just a pretty boy stupid mother fucker.
