3. No, I think that's saying the flag should only be lowered at half staff for other people

only when directed by the President. You left off the "only", there. It doesn't say anything about leaving it up when the President directs a half staff for a non-President. The flag is generally only supposed to be lowered when a President or former President dies. So, is it desecrating the flag if a President orders it for a non-President and one doesn't lower it? This doesn't address that.
