People tend find anyone that can can be considered inferior be that racial , financial, regional, cultural, and other criteria.
I once lived in a small town , population 2,000. There was a nearby town about half the size. Many people in the larger town made fun of those in the smaller town for being from such a small town.
If one race of people in a certain area can sell the idea that another racial group truly is inferior, then the ones "on top" have efficiently eliminated and entire racial group from various types of competition, i.e. jobs, money,social standing and other opportunities.
