It's just not intoxicating or even notable. CBD, for instance, helps reduce frequency and effect of seizures -- a psychoactive effect. CBD is linked to wakefulness, also a psychoactive effect.

Here's one of many studies discussing CBD's anti-intixicating effect on THC.

There's a bunch more studies out there if you care to Google a bit (I'm at a filtered-Internet computer until tonight, so looking up pot information isn't easy).
