3. I have noticed an extreme lack of housing for the lady.

Now granted this isn't as easy as give her housing. She will very likely need daily help because of her issues. It's still a far better solution than having her rebuild her 20 cart hoard which she will do within weeks. Oh and that thing where she is homeless it seems odd that the response is to throw her stuff away because obviously that is a far more important issue than getting her housing.
