Damn... dude, hire the services of a professional hairdresser, a really good colorist, and a makeup artist. That hair looks like a bad DIY dye job he or his wife applied. Grey hair can be hard to color and he probably thought that using the brightest color was the best way to cover up the grey. Like a lot of vain, older people, he mistakenly thinks the brassy blond makes him look young and energetic, instead he just appears pompous and clownish.
