The bill would not put a time limit on food stamp recipients- food stamps are not time limited under federal law. It would reduce the amount of time a family can receive cash assistance from 5 years to 3.
The problem with this is, and always has been, that the job training and placement services available suck. There is no incentive for agencies to succeed in placing clients- they can just run out the clock. There should have to be clear evidence that a client failed to avail themselves of services, and that an actual job exists for that client, in order for benefits to be cut off.
And we really need some kind of minimum guaranteed income, but don't get me started on that.
