The carrier was attempting to deliver a package to that address where the cops grabbed him. The cops made him drop the package, it was kicked around during their manhandling of the carrier, then they picked the package up and carried it off. In addition, it does not look as if they secured the mail truck - how many other pieces of mail could be stolen from it?
