It's like he had to say something, but he's too stupid to actually think about something he actually would believe in.

So pressed on the spot, he throws out education and healthcare as two important functions of the federal government.....and then, knowing he can't say that, says he doesn't believe either should be in the function of the federal government.

This guy's got no substantive beliefs of his own. His only motivating factor is his narcissistic driven ego. That's where it begins and ends with him. Everything else he says is the Art of the Con.
