9. In this case the shot-up cop was actually the shooter's boss

He's got to have some responsibility level above zero for the training of the people working for him.

Wonder how many times this happened at the hands of this shooter - or the shootee - and it was actually an unarmed person? Wonder what the brutality record of that department looks like, bet it's ugly.
