It's been perfectly obvious from the beginning.
The code language is 'politically correct.' I've only heard it spoken or seen it written during the past 10 years or so by racists trying to make their racism somehow less offensive-sounding.
'It's not politically correct to say this these days, but,' and then - everything bad is the fault of black people and the damn liberals who coddle them.
I heard a very, very slight variation on this statement about 2 years ago as I was leaving a Minnesota restaurant. It was very interesting to see the pricks who were nodding their acceptance suddenly and very clearly disassociating themselves from the comment when faced by a rather... displeased liberal...
