to use a public bathroom, in many cases.
I don't know if Dolores Park has public restrooms- it's been a long time since I chilled on the hills there- but I can tell you I've spent plenty of time wandering around overpriced San Francisco neighborhoods looking for a place to take a leak that wouldn't require me to sit down and order a full dinner, first.
Also, that thing looks more like a pitcher's backstop than a urinal. I would imagine the softball leagues find it confusing. Just sayin'.
