There is nothing in the constitution limiting the size of the House. The artificial limit of 435 came about in large part to contain the power of the Eastern states, especially the big cities, which were seeing a huge influx of European immigrants at the time. And most of those European immigrants were from "drinking" countries and cultures and were opposed to Prohibition, which was the #1 huge issue in 1920.
A much larger Congress would also be harder to gerrymander.
Kasich is a vile asshole who, in this case, had the common Republican lapse of forgetting his filter.
