By law, only funds raised and passed by Congress could be applied to that purpose. Then, of course, you would have to convince Republicans controlling the House to initiate a funding bill for the purpose of paying for the operations of State and county election offices. An identical bill would have to be passed by the Senate. If there are differences, they would have to go to a committee and then returned to the House and Senate for an up or down vote. Then, of course, the President would have to sign it.
This is very basic information on how our government works. I hope this basic information is sufficient to enlighten you on how our government budgeting system works.
Money from the Defense Budget can not be applied to any other purpose without the exclusive approval of Congress. They will not do that.
Republican's in Congress are not going to do such a thing, ever. I suspect that if we did get control of both houses of congress, and pass such a bill, Republican controlled states would take the matter to court as an unconstitutional interference in their Constitutional powers.
