TT's lame-ass retort was, "you're right, I don't know about sparkling water. It isn't served in the Army, unlike in your ritzy West Wing."

Every mess hall in the Army has at least one soda dispenser. Every soda dispenser has one tap with no syrup connected to it...just in case a soldier might want...well, you know, SPARKLING WATER!
