A "biological male" without any intention of even presenting female could be considered Transgender though I don't know many biological Cis-males whom would claim to be Trans just to get into the ladies restroom. Also, the individual reported in this article could well have been Trans. Unless a Trans women has had permanent hair removal, facial hair growth, unfortunately continues to occur.
