(68,437 posts)45. Toilet paper works well enough to line a toilet seat. And I also carry sanitizing wipes to clean off
the seat before lining it. The slight dampness from the wipe also helps the TP lining to stick for the short time it is needed. I would not hover and mess up the seat for others.
