It came in on little cat's feet. When government officials attend Rotary Club meetings every Friday morning to talk to the "key players" in the community, then assume that the democratic process has been hijacked. I mean, these morons really believe that the word of "an old man" makes up for doing their own regulatory review of documents. And when they find out they're wrong and realize that they participated in fraud, they shrug and say, hey, we listened to an "old man."

Yeah, I've got that on paper. And it's from the city attorney!

The thing is, that it was the city's decision to pay for the City Manager's Rotary Club membership from the beginning. Correct me if I'm wrong, but isn't membership into the Rotary Club by referral only? THERE'S your plutocracy. THAT's what Republicans don't want to give up.
