Also, Pacifica has nice makeup and is cruelty free and available at Target.

Sonia Kashuk and Pixi and Pacifica are a little bit more $$ at Target, but Milani, ELF, NYX and Wet n' Wild are quite, quite inexpensive. Milani has one of the best foundations on the market, and ELF and Sonia Kashuk have really nice brushes. Pixi is very nice, too, though more mid-range. Physician's Formula also has great mascara.
