due to people gaming the system and the young/healthy millennials not buying into it as much as they were supposed to. The special enrollment periods are not enforced enough. Lots of people are signing up just before they need insurance and dropping it right away.

Ultimately, it's the people in the middle (too rich to get subsidies) who will have to pay for these abusers.
