Is the right to vote in a particular party's primary guaranteed to citizens? Or are the parties permitted to establish rules for their own primaries?

Certainly no one of voting age should be excluded from the general election, but I don't see why I should get to vote in a closed Republican primary, for instance, without registering as a Republican (or without having a lobotomy).
