Windows 10 contains facilities for examining how you use your computer. The generated data is referred to as telemetry.

Since the advent of Windows 10, Microsoft has back-ported some of this into Windows 7 and 8.

If you run this free program, it will block the telemetry updates. It does this by blocking the Microsoft servers in the hosts file on your machine.

The "official reason" Microsoft wants everybody on W10 is that they want developers to create programs with greater compatibility across devices for the future. The way to lure developers is to give them a large customer base. The way to lure customers is to have a robust suite of apps for the platform.
