"It shows the state is paying ERAD Group Inc., $5,000 for the software and scanners, then 7.7 percent of all the cash the highway patrol seizes".
And pre-paid debit cards are used mostly by people who cannot/do not have banking accounts, usually minorities.
Privatizing law enforcement has resulted in false arrests/tickets for speeding, parking, bail, and prison terms, etc all over the country, and when you trace what happened, it is because a private company has contracted with the state for the deeds.
Esp heinous is the now infamous Corrections Corporation of American which has contracts that the state MUST guarantee a minimum number of prisoners
to be provided.
