40. Yes, the only legal handguns under UK law are black powder weapons that don't use cartridges.

And "weapons of historical interest" which may include things chambered for cartridges like .455 Webley and .476 Eley (WWI-era Webley revolvers, etc).

And an eyewitness described the gun as "looking homemade" so perhaps he built it out of available parts, like a zip gun.
