3. Trumps ratings won't matter until they start having an impact on down ballot candidates.

When those down ballot candidates start seeing their numbers drop then Trump becomes a problem. The GOP has decided that they can stick with Trump and take their lumps as long as it only costs them the White House. If it looks like it's going to cost them the House or the Senate, (when they see candidates falling by 10 or more points as a result of the Trump affect) then and only then will they feel they have to do something.
