I do wonder if we're not pissing up a rope trying to drag all of the USA into the 21st century all at once sometimes. Not too many of our states would probably be able to hack it as sovereign nations, but there's a certain appeal to taking a heaping hunk of the power of the federal government and putting into the hands of a handful of regional governments instead...
