17. I think the 'fix' for the lists is to restrict them to being used as lists

and nothing more. I.e., tools for law enforcement and investigative agencies to share info about who is being investigated and what is known about those persons, but not as arbitrary and non-transparent tools for restricting rights, liberties, or privileges...
