21. Trey Gowdy is a private citizen that has likely signed the same NDA's Clinton did.

I suppose if we can find out he has classified information on his server, we can then create a big ruckus.

Gowdy does have reason to have his own email system though. Maintaining communications with his supporters and constituents is a good enough reason. And this type of stuff is not something I believe we'd want done on government equipment.
