Besides some states required preventative tests be covered even before the Profit Protection Act passed so they're not really doing anything special as they'd have to pay for these anyway.

The 26 and under crowd is the cheapest to insure and the least apt to use their insurance at all so this is just a money maker for UHG and, again, some states already required this coverage.
