Dems let the perps off the hook with a stern slap on the wrist and a hearty "tut-tut".
Republicans who "misbehave" get tough and stand their ground, defying subpoenas and dems in charge back down.
Republicans in charge will send in law enforcement or impeach if necessary to make their point.
We waffled on Watergate and did not jail enough of them
We backed down on Iran-Contra and suffered from a whole bunch of those creeps for decades now.
Had we pressed on during Iran Contra there would have never been a Bush 1 or 2 presidency.. No Karl Rove..No Grover Norquist..No Frank Luntz... No hero-worship of Reagan. He would have been seen historically as what he was,, an out of touch befuddled actor who was probably exhibiting symptoms of alzheimers during his last term.
and of course had Whiny-crybaby 
been prosecuted harshly for the auto theft ring he had going with with his brother he would have never been a congressman.
Dems going soft on republican wrongdoing is a longtime thing...and it always comes back to haunt us.
