lying down on command, but that like most cops, he was just a lousy shot and ended up shooting the guy who was lying down with his hands in the air.

OTOH, the cop who shot was some distance away and not in any danger, so there was no reason at all to shoot in the first place, as the cop himself acknowledged when Kinsey asked why he'd shot him and the cop said, "I don't know."

Jumpy, scared, trigger-happy cops.

I think, too, that they need to trace that 911 call and go after the person who swatted these victims.

It seems that when calling 911 a lot of idiots will claim a gun is involved in the situation just because they figure that is the best way to get the cops to respond.
