No one. That is because centuries ago the DOJ determined the Logan Act was unconstitutional and throughout the decades every DOJ has agreed with that. Everytime someone talks with some foreign leader or group someone in the other party claims it is a Logan Act violation. When Pelosi meet with Assad over the objections of the Bush State Department Republicans claimed a Logan Act violation.

When Jane Fonda met with the North Vietnamese and offered them encouragement in shooting down American planes people said she should be charged but she wasn't.
