8. Too many animal shelters provide anything but shelter

to the unfortunate pets who end up there and too many owners mistakenly believe that they will treat the pets or adopt them out to loving homes.

The ACC in NYC is infamous for a high kill rate:

But it's not just Phoenix and NYC but shelters all across the US. The unfortunate fact is that too often people think they're doing the best they can for their pet but in fact it's just the opposite.
