They would need to create one, right?

They had their chance to dump the don, in the primaries and at the convention, and lost. Using a technicality to oust him now would lead to a complete revolt by their base. Even if he left on his own, they'd be blamed for forcing him out.

They built their crap-shack, now they have to sit back and get used to the smell.
