This is mostly helmets, armor, and some weaponry. What my son talks most about is the fact that TASERS are not standard issue to cops in non-supervisory roles. To him, it would be common sense to make sure every beat cop is carrying one, so the weapon of first recourse would not be a gun.

The picture in the story you linked to is frightening, but it looks like a cop from a tactical unit. He is standing guard in front of the Stonewall Inn in the week following the Pulse shooting in Florida and shortly before Obama named it the first national monument to LTBGQ rights.

We see armed military carrying M16's in our major train stations (Penn and Grand Central) every day in NY.
