1. You can't make a diagnosis without proper evaluation of the person.
2. You cannot make a professional diagnosis public without authorization.
This is true with any profession in the public health field.
They can make general comments and answer general questions about mental illness or people with mental illness in general. But going on TV and specifically calling Trump "mentally ill" is not only unethical, but it risks litigation. Trump could potentially sue these experts for slander since they didn't perform an examination but are offering a professional diagnosis to the public.
