He told the operator he was part of the neighborhood watch (there isn't one), that he was "locked and loaded". He gave the dispatcher t.he street, but refused to give them his address or even an intersection nearby.
If you ask me, him saying he was going to "secure the neighborhood" was code for "hunt some ni**ers".
