That man was Senator James Jeffords, of Vermont. Senator Jeffords had defected from the GOP shortly before this and had declared himself as an independent, throwing control of the Senate to Democrats.

The GOP House had obediently shut down. The Senate refused to do so, the Democrats prevailing.

Many people think the anthrax was a coup attempt. I'm not one of them, I think it was probably their original justification for war against Iraq and they'd just forgotten to shut it down completely in the confusion after 9/11. As it was, we did come perilously close to dictatorship with one branch of the government shut down completely.

But yes, it was an inside job, the strain of fully weaponized anthrax quickly traced to Ft. Detrick's biowarfare lab. Then it hit a CIA stone wall.
