The lease agreement requires that the concessionaire make improvements to the parking- meter system. Specifically, the lease agreement requires that any space with a Metered Parking Fee of at least $1.50 per hour must have a payment option at the point of sale other than the cash payment.37 The Concessionaire must provide such payment option ... no later than 180 days after the first Day that the Metered Parking Fee for such Metered Parking Space is at least $1.50 per hour.38 The City projected that the cost of this upgrade was $50 million over the first two years of the lease.39
