Anyone on government insurance (Medicaid, Medicare, Tricare, SCHIP, etc...) doesn't qualify and neither do the uninsured. The coupon scam is only for commercial insurance. Uninsured can qualify for an income based discount program if Mylan approves their financials. The rest pay full price - subsidized by the taxpayers. Thats why they do coupons as opposed to lowering the price.

It keeps the shareholders happy, and the CEO can keep her $18mm (in the case of Mylan) annual check.

Everyone wins.
