Tracking such as seeing if they are conspiring with others, perhaps extra scrutiny when flying, flagging background checks resulting from weapons purchases, etc.
Not ordinary people. People like the Bundy gang, people returning from conflict zones like Syria who are thought to have received ISIS training, etc. Does not necessarily require breaking a law to be a security risk.
Civil liberties are very important. I would err on the side of protecting civil liberties when there is doubt about a criterion. It is hard to draw sharp lines in the sand. There are some sharp lines that must be preserved, like Due Process, Admission of Evidence, no torture. But other, lesser, lines might have to be a bit blurry when people empowered to protect us have to make tough judgement calls.
