The Bush Administration built the surveillance state for exactly this purpose, and it's only thanks to their own domestic incompetence that they didn't put it into action: taking over the country, murderously quelling dissent, and continuing their own disastrous domestic policies would have caused them a major financial loss, so they gave us our country back without a fight, because they had already soaked it for all the profit they were likely to get.
