It's not as though progressives haven't been writing, calling, making their wishes known. Maybe the President's fight has begun a bit too late. These Republicans today and those who vote for them are not interested in Democracy. They are not interested in making the government work. They hate the government. I have never understood why anyone would elect someone to government office who hates the government and deems it a ridiculous entity. Private business would never hire someone who hated their company/corporation and thought it was a nonsensical business. Our country is in deep trouble as long as such people are in office. Work to vote them OUT of office, then stay connected and pester those elected. When citizens ignore their government, and/or don't know how their goverment works, when they fall victim to the idea that nothing they do matters, this is what happens.
