that Mike Scheuer was fired by Tenet as Director of the UBL Issues Unit (Alec Station) in '99 and replaced by Cofer Black and his protege Richard Blee, who moved the UBL operation under closer political control of CTC after Bush's election. Certain programs were deemphasized, but CTC continued to let the UBL operatives into the US. Under Black/Blee's management of CTC 9/11 happened, as did the escape of UBL from Tora Bora, Afghanistan, the torture program, and armed drones. Please, see:
