(10,751 posts)...as to where the "massive intelligence failure" really occurred. Hint: not with the NSA and the CIA, but rather with the Bush administration who refused to act on the intelligence they had.

This also lends credence to the idea of LIHOP. It makes sense to me that the administration might have hoped for some kind of attack, and assumed it would be a garden variety hijacking. That would have allowed them to pursue their Patriot Act legislation, and war on Iraq. Cheney's former companies (Halliburton, KBR) would get their lucrative contracts and Bush would achieve his fond desire to become a "wartime President".
But then they were surprised by the scope of the attacks on 9/11, and Bush had to hide out while Cheney (and Rove, perhaps?) figured out how to spin this thing to their advantage... They succeeded brilliantly at that endeavor.
Just a thought.
