39. I'm not sure that's the issue, so much, as it is that the amount of light reflected by the moon

is many orders of magnitude above what the hubble is designed to detect. They don't want to blow out the Hubble's sensitive instruments pointing it at something it wasn't designed to look at.

Anyone who has ever taken a backyard telescope out and, after looking at stars/planets then pointed it at a full moon will understand the difference.
